The Government has decided to implement the Movement Control Order (MCO) comprehensively nationwide transitioning in stages as part of the National Recovery Plan that was announced today.

As mentioned, there will be a total of 4 Phases within the National Recovery Plan, and are as follows:

Phase 1: Implementation of the Comprehensive MCO 

Phase 2: Continuation of the First Phase with social activities and movement control continuing to be tightly controlled. 

Phase 3: All manufacturing activities will be allowed to operate subject to SOPs and capacity limits.

Phase 4: All economic sectors will be opened, more social activities will be allowed, cross-state travel will be allowed and domestic tourism will also be opened subject to strict SOPs. - This phase can be implemented when the number of COVID -19 cases are low, the public health system is at a safe level and the vaccination program has reached the level of cluster immunity or herd immunity by the end of this year.
