Phase 1 of the comprehensive Movement Control Order (MCO) is maintained in the National Recovery Plan (NRP) until the three key threshold value indicators are achieved.
The three threshold value indicators are that the average daily COVID-19 case decreased below 4,000 cases, the rate of bed use in the ICU at a moderate level as well as the vaccination rate for the population that has received two complete doses reached 10%.
Thus, the transition from Phase 1 to Phase 2 will take into account all three indicators before it is decided. Overall, VAT is a four-phase transition strategy out of the COVID-19 pandemic crisis involving a phased transition plan of the Movement Control Order (MCO) in stages.
