The proposed National Climate Change Bill will establish a legal framework covering both climate mitigation and adaptation, with the Natural Resources and Environmental Sustainability Ministry saying adaptation will form a core part of its statutory action framework. The Bill is expected to introduce a climate risk and vulnerability-based approach, support the National Adaptation Plan and establish a Climate Change Fund for adaptation initiatives and carbon reduction measures, while also providing legal mechanisms for emissions reporting and carbon market development. The ministry is currently engaging state governments, particularly Sabah and Sarawak, and aims to introduce the Bill to Parliament once an agreement is reached.
