Budget 2027: Govt Rolls Out Six Initiatives To Attract Global Firms, Skilled Talent

09. October 2026
Prime Minister Anwar Ibrahim unveiled six measures to attract global companies and talent, the Global Services Hub incentive now carries a 5% tax rate for new companies and extends in five-year blocks up to 30 years, DE Rantau Nomad Pass holders get a further two years, and expatriate spouses on Category I Employment Passes can now legally work in Malaysia from 2027. This matters directly for multinationals weighing where to base regional operations: GSH treasury and fund activities gain withholding tax and stamp duty exemptions extending to the Johor-Singapore Special Economic Zone, a new Malaysian Asean Business Entity status gets a five-working-day target for Employment Pass processing, and the Reinvestment Allowance’s eligibility criteria are under review to sharpen its targeting. MNCs, regional treasury centres, digital nomads and expatriate employees may be affected, with Securities Commission cooperation with Hong Kong on dual listings, backed by matching grants for listing costs, still to be formalised.
