Malaysia Plans A-to-D Food Grades To Nudge Manufacturers — And Consumers — Towards Healthier Choices

01. October 2026
The Health Ministry is working toward gazetting a mandatory A-to-D nutrition grading system for packaged food and drinks by year-end, starting with sugar content in ready-to-drink beverages, with advertising fully banned for products graded D. This matters because the policy shifts the compliance burden onto manufacturers directly: rather than relying on consumer education, it pushes reformulation of recipes to hit A/B grades, and opens the door to downstream measures like restricting D-grade products from school canteens, government procurement and employer-provided food. F&B manufacturers, retailers and advertisers may be affected, with the system being developed jointly with a neighbouring regulator sharing the same food market, and the exact rollout timeline and scope still being finalised.
